JOB DESCRIPTION

The Manager (Finance) is responsible for overseeing the financial operations of the Older Persons Standards Authority (OPSA) and coordinating the overall financial functions to ensure the Authority operates efficiently and effectively from an administrative perspective.

 

Principal Responsibilities

The Manager (Finance) is responsible to:

• Provide expert financial guidance to the Director of Operations, Chief Executive Officer, and the Board of Governors of the Older Persons Standards Authority.
• Oversee all accounting functions, including the day-to-day management of the accounting system and related applications.

 

Essential Functions

The key functions of the Manager (Finance) are to:

• Maintain accurate accounting documents and records, including general ledger postings, financial statements, and a Fixed Asset Register.
• Record financial transactions daily in the Authority’s accounting system and carry out month-end processes, including but not limited to, accruals, prepayments, reconciliations and depreciation.
• Prepare and present monthly management accounts and ad-hoc reports, analysing financial results and evaluating trends.
• Process and administer payroll, ensuring timely and accurate payments, compliance with the Authority’s policies, tax laws and social security contributions.
• Compile, monitor, and update the annual budget, conduct variance analysis on a monthly basis.
• Prepare cash flow forecasts for quarterly tranche requests and submit monthly and quarterly accounts via the Financial Data Reporting System (FDRS).
• Assist in developing and updating internal accounting policies and procedures.
• Ensure compliance with all relevant statutory, legal, and regulatory requirements, staying informed on current regulations and accounting principles.
• Liaise with external auditors during annual audits and coordinate with entities such as the NAO and IAID.
• Establish and maintain strong relationships with external authorities and associations.
• Assist in funding proposals, ensuring alignment with financial regulations and management principles.
• Identify potential funding opportunities for projects and initiatives of the Authority.
• Assist with the development and implementation of accounting practices across the Finance Office and other offices, providing training and guidance as necessary.
• Investigate, track, and resolve accounting discrepancies and issues.
• Support financial processes in accordance with applicable laws, standards, and procedures.
• Perform other duties as required by the CEO and Senior Management.

 

Business Skills

• Proven experience in bookkeeping and accounting procedures, with a solid understanding of financial reports, including the Income and Expenditure Statement, Statement Financial Position and Cash Flow Statement.
• Sound knowledge of accounting standards, practices, and procedures.
• Strong analytical skills with the ability to interpret financial data and draw meaningful insights.
• High level of accuracy and attention to detail in financial record-keeping and data entry.
• Well-organised with the ability to manage filing systems and maintain accurate financial records.
• Demonstrates integrity and discretion when handling sensitive financial information, acting responsibly and ethically at all times.
• Strong verbal and written communication skills, with the ability to convey financial information clearly and professionally.


Knowledge

• Excellent organisational abilities, demonstrating high ethical standards and integrity in all aspects of work.
• Strong analytical mindset with the ability to assess data and contribute to informed decision-making.
• Competent in the use of databases and accounting software, with a solid understanding of financial systems.
• Highly proficient in Microsoft Office applications, particularly Microsoft Word, Excel, and PowerPoint.

 

Qualifications and Experience Required

By the closing time and date of this call for applications, applicants must be:

i. Proficient, both verbally and in writing, in the Maltese and English languages;

and

ii.
(a) In possession of a recognised Master`s qualification at MQF level 7 (subject to a minimum of 90 ECTS/ECVET credits, or equivalent, with regard to programmes commencing as from October 2008) in Accountancy, Business Administration or a comparable professional qualification, plus one (1) year relevant work experience;

or

(b) In possession of a recognised Bachelor’s qualification at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent, with regard to programmes commencing as from October 2003) in Accountancy, Business Administration or a comparable professional qualification, plus three (3) years relevant work experience


Terms and Conditions

The post of Manager (Finance) is for an indefinite term and is subject to a probation period of twelve (12) months. It carries an annual salary of €30,607.00 in 2026 with an annual Increase of €890.00, an annual Increment of €531.00, an annual Performance Bonus of up to 10% of salary, and any applicable allowances as per OPSA Collective Agreement 2022-2026.

Eligible applicants will be interviewed by a Selection Board to assess their suitability to carry out the mentioned duties. The maximum mark for this selection process is 100% and the pass mark is 50%.

4. Police Certificate of Conduct (issued within the last six (6) months from closing date).

 

*Submission of Recognition Statements in respect of Qualifications

 

  1. With the exception of those qualifications referred to in paragraphs 2 and 3 hereunder, applicants are required to submit a recognition statement by the Malta Qualifications Recognition Information Centre (MQRIC) within the Malta Further and Higher Education Authority, which is to be obtained by submitting an online “Application for the Recognition of Qualifications” at https://mfhea.mt/academic-qualifications/.
  2. Prior to requesting recognition statements as per paragraph 1 above in respect of their qualifications, candidates should first consult the “Malta Qualifications Database” of the MFHEA which can be accessed on http:/qualifications.ncfhe.gov.mt/#/dashboard. Applicants are exempt from submitting a
    recognition statement as mentioned in paragraph 1 if they are presenting qualifications listed therein. A print of such list including the qualification is to be submitted by the applicant.
  3. No recognition statement by MQRIC is required in respect of qualifications issued by Maltese self-accrediting institutions, these being the University of Malta, MCAST and ITS; or any Maltese qualification that has been accredited by the MFHEA, which on the certificates states: The ‘Malta Further And Higher Education Authority deems this certificate to be MQF …….. ’.
