JOB DESCRIPTION
The Head (Corporate Services) is responsible for overseeing and ensuring the alignment of the Authority’s strategies with its vision, mission, and goals. This role manages key functional areas such as Human Resources, Procurement, and Administration to ensure the delivery of high-quality services.
Principal Responsibilities
The Head of Corporate Services is responsible to:
- Assist the Director (Operations) in updating and maintaining the Human Resources, Procurement and Administration processes.
- Maintain multi-task schedules to ensure that these processes are performed efficiently and effectively.
Essential Functions
Human Resources:
- Assist in managing HR processes and procedures, ensuring effective policy implementation.
- Collaborate with the Director (Operations) to assess HR needs, succession planning, and identify skill gaps.
- Monitor employee performance, providing career guidance, counselling, and corrective actions.
- Conduct compliance checks and manage corrective measures where necessary.
- Contribute towards the HR strategy with business objectives and contribute to training needs analysis and change management.
- Ensure full compliance with performance appraisals and deadlines.
- Manage job publications and update job descriptions as needed.
- Contribute to industrial relations and prepare data for negotiations.
- Coordinate employee induction and development based on appraisals.
- Foster a culture of excellence and effective communication across the Authority.
Procurement:
- Lead and manage the Procurement Office, ensuring compliance with Public Procurement Regulations.
- Supervise procurement documentation and ensure compliance with Green Public Procurement policies and GDPR.
- Act as liaison between OPSA and the Department of Contracts on procurement matters.
- Update and track procurement databases and monitor procurement procedures.
- Operate the Electronic Public Procurement System (EPPS) and ensure compliance.
- Oversee tendering processes, draft documents, and participate in evaluation committees.
- Manage procurement reporting, market research, and budget constraints.
- Maintain proper documentation, governance standards, and review internal processes.
Administration:
- Assist in the administration of OPSA, ensuring efficient operations across all functions.
- Assist in strategic planning and development of annual management plans, ensuring alignment with other units.
- Drive administrative policy development and ensure compliance with legal frameworks.
- Oversee asset management, vehicle maintenance, and office facility upkeep.
- Monitor attendance, punctuality, and coordinate staff schedules and resource management.
- Set expenditure targets and manage inventory levels.
- Coordinate travel arrangements and investigate accidents or damages to facilities.
- Ensure health and safety compliance across all operations.
- Administer service agreements and ensure timely execution.
Business Skills

Knowledge
- Strong analytical skills and attention to detail.
- Ability to develop policies and procedures to improve operations.

Qualifications and Experience Required
By the closing time and date of this call for applications, applicants must be:
i. Proficient, both verbally and in writing, in the Maltese and English languages;
and
ii. (a) In possession of a recognised Master`s qualification at MQF level 7 (subject to a minimum of 90 ECTS/ECVET credits, or equivalent, with regard to programmes commencing as from October 2008) in Accounting or Business or Economics or Finance or Human Resources or Management or a relevant comparable professional qualification, plus two (2) years relevant work experience;
or
(b) In possession of a recognised Bachelor’s qualification at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent, with regard to programmes commencing as from October 2003) in Accounting or Business or Economics or Finance or Human Resources or Management or a relevant comparable professional qualification, plus five (5) years relevant work experience.
Preference will be given to applicants who have experience in the Malta Public Service and/or Public Sector.
Terms and Conditions
The post of Head (Corporate Services) is for an indefinite term and is subject to a probationary period of twelve (12) months. It carries an annual salary of €32,870.00 in 2025 with an annual Increase of €870.00, an annual Increment of €641.00, an annual Performance Bonus of up to 15% of salary, an annual Expense Allowance of €1,500.00, an annual Communication Allowance of €1,600.00, and any other applicable allowances.
Eligible applicants will be interviewed by a Selection Board to assess their suitability to carry out the mentioned duties. The maximum mark for this selection process is 100% and the pass mark is 50%.

- With the exception of those qualifications referred to in paragraphs 2 and 3 hereunder, applicants are required to submit a recognition statement by the Malta Qualifications Recognition Information Centre (MQRIC) within the Malta Further and Higher Education Authority, which is to be obtained by submitting an online “Application for the Recognition of Qualifications” at https://mfhea.mt/academic-qualifications/.
- Prior to requesting recognition statements as per paragraph 1 above in respect of their qualifications, candidates should first consult the “Malta Qualifications Database” of the MFHEA which can be accessed on http:/qualifications.ncfhe.gov.mt/#/dashboard. Applicants are exempt from submitting a recognition statement as mentioned in paragraph 1 if they are presenting qualifications listed therein. A print of such list including the qualification is to be submitted by the applicant.
- No recognition statement by MQRIC is required in respect of qualifications issued by Maltese self-accrediting institutions, these being the University of Malta, MCAST and ITS; or any Maltese qualification that has been accredited by the MFHEA, which on the certificates states: The ‘Malta Further And Higher Education Authority deems this certificate to be MQF …….. ’.
